Because in China, the number 4 is considered bad luck! The word itself is so similar to the character and pronunciation of the word "death". I'm surprised that 13 was omitted as well. But maybe because there's a lot of expats in our apartments.
Interesting. In Italy, 17 is considered an unlucky number. If you're using Roman numerals, 17 is XVII. That can anagram into "vixi," which in Latin or Italian (or possibly both) means "I have lived," but is more often taken to mean "I am dead."
number 4 is missing because it's unlucky but i just heard from one of my chinese friends that number 13 is a lucky one in china..so it's kind of weird that they took out number 13 yet it's so funny when i go down one floor after 15 it's 12 :) so if you think about it the block doesn't have 38 floors just 33...
